1) prep the headlight with a cleaner to make sure all surface impurities are removed. Also use a claybar if necessary. 
2) Mask off all paint surrounding the headlight to prevent any damage to the surrounding area.
3) Sand the surface with several grades of sandpaper to remove the issues causing concern.
4) Buff out all micro scratches to a sooth surface and high shine. Follow up with polish if needed.
5) apply a layer of protection to prevent any issues in the future.
